

CBS’s Tracker season two episode 15 brings back guest stars Diana Maria Riva as Detective Helen Brock (season one episode nine) and Sofia Pernas, the spouse of series star Justin Hartley, as Billie Matalon (season one episode six and season two episode three). Episode 15 finds Colter in Aurora, Vermont, and on the trail of a kidnapped prison guard.
The episode begins with Justine Campos, a prisoner, escaping from custody during her transport to the hospital. Justine knocks out one of the prison guards and takes the driver, Rachel, hostage.
The following morning, Colter rolls up on the crime scene and reunites with Detective Helen Brock. It turns out Rachel is Brock’s niece, and Helen knows firsthand how talented Colter is at tracking missing people. Justine is serving time for two murders and was being transported to a hospital after getting into a fight with her cellmate, Miggy.
The injured prison guard isn’t stable enough to provide details. Helen feels guilty because she got her niece the job. Colter assures her she’s not responsible. Helen reveals that Justine is armed and dangerous and confesses she’s worried that ultimately Rachel will be expendable and killed.
Colter thinks Justine is heading to her boyfriend, who lives in Montreal. The boyfriend claims he has no idea where she is, but they suspect he’s lying. Colter discovers a homemade shiv and thinks Justine used it to escape from her cuffs. He notices there aren’t any footpaths nearby, and hitchhiking wouldn’t work with a hostage.
There’s a rest stop a mile away, and Colter has Randy check the footage. The getaway car was likely aware of the cameras and attempted to evade them. Randy scans the footage and sees a van with a family and a jeep with a single male occupant pulling away around the time the prison vehicle should have passed by. Randy checks if the Jeep has a GPS they can track, and while he’s looking for it, he and Colter discuss Bobby. Bobby’s close friend just died, and the funeral’s this week. He’s ghosting Colter, and Randy promises to check in on him.
Randy gets info on the Jeep and passes it along. Colter and Helen follow the Jeep’s GPS to a remote location. Helen hands Colter a badge and announces his official deputization before the investigation continues. The department doesn’t offer cash rewards, so being on the payroll is the only way he’ll receive payment.
They’re not far from the road when they find the Jeep under some camouflage. It’s empty. Colter follows a trail and finds an underground ventilation pipe. He believes it leads to an underground fallout shelter. Colter and Helen search the area and discover a metal door. It appears that someone has opened it recently, so Colter and Helen proceed with caution.
Colter climbs down first and finds items that belong to a grow operation. Fresh fast food on the table indicates whoever’s using it just took off. Colter finds a safe, but the shelves are empty. It’s clear that the getaway driver and the escaped fugitive are now holding Rachel.
Helen finds a paper with a local phone number, and Colter calls Randy to find out who it belongs to. He runs a quick search and finds it’s a burner with a disabled GPS. Randy analyzes the metadata and finds the number pings back to the state prison. That means someone on the inside was helping Justine out. Maybe Justine and her cellmate, Miggy, staged the fight to get Justine out of prison.
Before Colter hangs up, he asks Randy to find out who owns this underground shelter.
Colter thinks they need to get someone inside the prison who no one knows is working with the cops to talk to the cellmate. He can’t do it, obviously, so he calls Billie, who’s in Boston. She owes him a favor, and Colter convinces her fairly easily to help out.
Helen wonders if he can trust Billie, and Colter thinks so, but he can’t really explain their relationship. It’s complicated. Helen gets the warden to agree with their plan.
There’s been a sighting of the fugitive at Mel’s Car Shop, and Colter and Helen speed over to check it out. The shop owner called in the tip. Colter looks around and finds the owner’s dead body. He also finds the dead getaway driver, which indicates they got into a shootout while the owner was calling in the tip.
Rachel and Justine left the scene in a stolen car.

Billie is brought to the prison in cuffs, and her arrival is greeted by whoops and whistles from the prisoners. She’s immediately taken into a room to meet with Reenie (Fiona Rene), who explains Colter didn’t want to blow her cover. Billie’s job is to determine if the cellmate is collaborating with Justine and to find out where Justine’s heading. Billie will pretend to be Alicia Matador, who is serving time for drug trafficking. Reenie warns her to be safe. If she needs anything, she should ask for Prison Guard Hollander. Hollander will then contact Reenie.
Hollander introduces herself and escorts Billlie into the line of new prisoners walking the halls to their cells. Reenie calls Velma with an update on Billie’s arrival at the prison. Reenie will be flying out for a court appearance and has given Hollander Velma’s info in case she needs anything.
Back at Mel’s Car Shop, Helen tells Colter the shootout involved three guns. The third one was from the injured prison guard’s government-issued handgun. The getaway driver has been identified as a local ex-con with no obvious connection to Justine. Colter realizes that means he’s likely got a connection to the prison.
As Billie settles into her cell, she finds a hidden package. Miggy arrives and claims everything in the cell is hers—even Billie, if she wants her. Billie doesn’t back down.
Randy discovers the getaway driver’s sister is in prison. Her name’s Maria Barata, and she goes by Mamma Roach. Colter is going to pass that information along to Billie. Meanwhile, Billie spots her cellmate talking to Mamma Roach.
Randy has taken a deep dive into who owns the fallout shelter and has come up with nothing yet, except a tangle of LLCs all under the Williams Group Incorporated shell company. He sends Colter the only address he could locate on the shell company, and it’s relatively close to the fallout shelter.
Helen examines the map and determines that Rachel’s movements have remained within the same area as the shelter, as far as she can tell. She’s worried because now there’s a “shoot on sight” order, and she doesn’t want her niece accidentally shot.
Colter’s sure they’ll find her.
Later, Miggy’s playing cards, and Billie asks to be dealt in. Miggy refuses, and Billie assures her she’s loyal and can be a beneficial friend. She’s even willing to pay to be friends. The card players attack Billie, and Billie easily deals with them before Miggy calls her off. Billie’s bunkmate says that if she wants in, she must get past Mamma.

Colter and Helen head to the LLC’s address as Rachel calls. She’s frantic and reveals she jumped out of the car. Rachel grabbed Justine’s burner and claims Justine is heading northeast. She’s somewhere near Twin Pines, but Rachel didn’t see the vehicle Justine is driving.
Colter has Randy trace Rachel’s number just as he receives a text from Reenie. Reenie passes along the message that Billie learned Mama Roach has guards in her pocket. Helen radios in the news that the fugitive may be in the Twin Pines motel, but Colter thinks something’s fishy. Why didn’t Rachel know anything about the car, yet she knew they were heading northeast?
Colter reminds Helen that Rachel was the driver of the transport vehicle and would have known when they were leaving and where they were heading.
While that uncomfortable conversation’s going on, Rachel and Justine are arguing over money missing from the bunker. Rachel tells Justine that she messed up and needs to make it right. Given the connection between the bunker and Justine’s family, Rachel instructs her to reach out to them to uncover the truth. Justine doesn’t want to, but Rachel, who has the gun, forces her to comply. If Justine doesn’t, then Rachel will kill her family.
Colter asks Helen if there’s anything in Rachel’s past that suggests she might be involved in this. Helen doesn’t think so, but Rachel’s had a tough life. Helen doesn’t want to believe her niece is dirty. She won’t step back from the case because she doesn’t want anyone else hurt.
Randy locates the burner phone, and it’s nowhere near the Twin Pines motel. Rachel’s obviously trying to shake off Helen and the cops.
Mamma Roach warns Billie not to harm any of “her girls” during their meeting. Billie assures Mamma she is keen to work with her. However, Miggy has done some checking and learned no one at Billie’s old prison has ever heard of an Alicia Matador. Is it just a weird coincidence she got transferred the day after Justine broke out? Mamma accuses her of being a rat but then explains that Rachel helped Justine escape because Justine was bragging about her stepmom sitting on a large pile of cash.
It turns out Mamma felt free to tell the truth because she knew what was coming next. Miggy tries to kill Billie with a homemade knife. Billie calls out for Hollander after knocking the air out of her bunkmate, and Hollander rushes in, pulling her to safety.
Colter and Helen arrive at the burner phone’s last location and find the smashed phone. Reenie calls and fills them in on what Billie just found out from Mamma Roach. (Billie’s out of prison since she got the answers.) Rachel is definitely in on it. The plan was for Justine to guide them to the money, after which Mamma Roach’s brother, the getaway driver, would take them to the bunker.
Reenie has learned that Justine’s stepmom works for a medical marijuana company that is a subsidiary of the Williams Group. Since they haven’t fled the area, that must mean they’re going to meet with Justine’s stepmom, Cassandra, to find out where the missing money from the bunker has been moved.
Night falls, and Rachel and Justine are parked outside her stepmom’s office, waiting for everyone to leave. Rachel calls Mamma Roach with an update and breaks the news that her brother was killed in a shootout. Once they take the money from Cassandra’s office, they will need help to escape.
Mamma Roach wants nothing more to do with this plan, and Rachel threatens to withhold her share of the money. Mamma Roach, unafraid of Rachel, threatens to spill blood if she doesn’t get her money.

Colter obtains Cassandra’s work address, and Helen decides not to call for backup just yet. She doesn’t want Rachel shot and promises to bring her in herself. Colter agrees to follow Helen’s lead.
Justine asks her stepmom for the money, and Cassandra claims there isn’t any inside the building. Cassandra changes her stance when Rachel threatens to shoot her. She leads them to the safe, and Justine and Rachel pack up the money.
As soon as they’ve loaded their bags, Helen appears and tells Rachel to drop her weapon. Rachel doesn’t, and Colter sneaks up from behind, ordering her to put it down. Rachel tries to put the gun to her temple, but Colter stops her. Once she’s disarmed, Helen places her under arrest.
After Rachel’s driven away, Colter hands Helen his badge. He knows that everyone has blind spots when it comes to their family. Helen shouldn’t lose faith in everyone. Having faith is a strength, not a weakness.
Episode 15 ends with Colter showing up at Billie’s hotel with alcohol and an apology. He’s sorry this was much more than a simple favor. Billie believes Colter owes her for life and asks why he’s really there. Colter claims he wants to make sure she’s okay, and it’s obvious Billie isn’t. Colter apologizes again, which leads to a kiss, which in turn leads to the removal of clothing.
