
CBS’s Tracker season three, episode 20 moves the action to the City of Brotherly Love. 21-year-old Amelia Corbett sneaks out of a rehab facility in the dead of night. Her ride pulls up just as she makes it to the street. They’ve got something planned, and she needs to return before dawn.
(The following is a recap of season three, episode 20 – “Reclamation” – and there are spoilers.)
Colter (Justin Hartley) is in Delaware when Randy (Chris Lee) calls asking if he wants to head to Philly and search for Amelia. Her grandmother’s offering $12,000, and Colter agrees to meet with her to discuss the case. The grandmother, Leanne, believes Amelia left sometime after 10pm, and the cops aren’t interested in helping. Leanne describes Amelia as funny and kind, but in the last couple of years after her mom died, she got mixed up in drugs.
However, just last week Amelia asked for Leanne’s help, and she got her a place in rehab. Amelia’s all she has, and Colter promises to do everything possible to get her home.
The staff describes Amelia as ready to work on her addiction. The cameras didn’t catch Amelia leaving and Colter discovers why. There aren’t any cameras in the bathroom, and a bathroom window has been pried open.
The rehab allows patients to keep their phones if they turn on tracking and provide the passcode. Amelia’s phone is pinging at the facility. Colter spots something on the floor and pushes open a ceiling vent. Amelia’s phone is right inside, which means she meant to come back and didn’t want anyone to know she left. The staff unlocks her phone, and the last text is from Jessie asking for help with a problem. Amelia called Jessie at 1am and probably left right after that.
Leanne explains Jessie’s a high school friend who isn’t into drugs. Colter heads to Jessie’s place and it’s obvious something happened there. Colter makes his way through the house, spots a bloody handprint, and then finds a dead man tied to a chair, his severed ear nearby.
The dead man, Rudy, is Jessie’s roommate, and when the cops arrive, Colter is told that Rudy is always in trouble with the law. The detective found two sets of footprints running from the house, and both he and Colter believe Jessie and Amelia either killed the guy or know who did.
Colter fills Randy in on Jessie’s roommate being tortured and shot. Randy can’t find Jessie’s phone and neither girl owns a car. However, he discovers that Rudy’s missing car received a parking ticket that morning.
Colter visits the aquarium store where Rudy’s car was ticketed and sees a tank’s broken, possibly from a gunshot. He discovers a dead body nearby and continues to search the store. He finds a man tied up in an office and is shocked to see Billie (Sofia Pernas) is there, too.
Billie was hired by a client to find out who sent him threatening texts, and the laptop with the messages led her to this store. She and Colter team up to question the owner (the guy tied up) and he claims not to recognize Jessie or Amelia. Billie threatens him with bodily harm, and he admits Jessie and Amelia are regulars who usually come by with Rudy bringing stolen items to sell. They don’t usually bring stolen stuff in the middle of the night, but Jessie and Amelia did last night. They brought watches and suits and tried to sell him a laptop. But when he hacked into it, he found recordings and photos that someone was using for blackmail. He didn’t want any part of it.
Jessie and Amelia didn’t know what was on the laptop, but when they found out, they called Rudy. Colter realizes they must have turned to Rudy for help and found him dead when they arrived home. The killer is covering his tracks, and Colter believes Jessie and Amelia are living on borrowed time.
Amelia and Jessie are on the run in Rudy’s car, scared yet determined to leave the city as fast as possible. They pull into an underground parking lot, and only after they park does Jessie realize they’ve been followed. Amelia warns her to be cool and to remember the plan.
Colter shows up at the garage and finds the passenger window’s been broken and there’s blood on the ground. (How did Colter know where they were parked? Randy only found Rudy’s old vintage car because of a parking ticket since he doesn’t have GPS. Amelia and Jessie drove around for hours before pulling into this lot. How is it possible that Colter tracked it?)
Colter follows the blood trail outside and into a rundown building that’s part of the train station.
Amelia and Jessie attempt to get out of handcuffs while realizing that their text to Rudy gave away their plans. Their kidnapper explains he’s going to hurt one of them until someone reveals the location of his laptop. If they refuse, they’re dead.
Colter spots security cameras and the security guard allows him to look at footage. Colter sees Amelia and Jessie running for their lives, into the building, and up some stairs. The camera also caught two men pursuing them and spotting them on the stairs. The men grabbed Jessie and Amelia and took them to a car outside.

Colter’s able to give Randy the license plate number and tells Billie what he’s learned. She believes the guy blackmailing her client is the one who grabbed them. The blackmailer is a former private investigator named Nestor Sevino who’s known for blackmailing high-profile people. And he’s linked to two other missing people.
Billie and Colter scope out Nestor’s house and spot three guards outside. Colter takes out one quickly and teams up with Billie to incapacitate the other two. Once inside, Billie knocks out another guard and Colter shoots a fourth, getting the girls’ location before knocking him out, too.
The girls are being held in the stable and Billie and Colter enter, guns drawn. Colter tosses a guard down the stairs and then kills another one, hitting him with three bullets. He retrieves a handcuff key as Jessie says Nestor took Amelia to the East Philly Rec Center. That’s where they hid the laptop. She’s certain that Nestor is going to kill Amelia.
Billie calls the cops as she, Colter, and Jessie race to the rec center. Nestor’s already there forcing Amelia to open a locker. Billie and Colter split up, and Colter finds the front desk clerk dead at his computer.
Amelia opens the locker and Nestor’s just about to kill her when Billie yells at him to let her go. Instead, he grabs Amelia as a human shield and tries to get away from Billie. Colter’s able to get behind Nestor and sets up a plan (using head nods) to rescue Amelia.
Billie trips an alarm and Amelia takes advantage of the distraction to get away from Nestor. Unfortunately, he recovers and is about to kill her when Colter kills him first.
Amelia’s grandmother rushes to the scene and Amelia cries as she apologizes. She promises she’ll tell the cops everything. Leanne assures her it’s okay and pulls Jessie in for a hug too. She’s incredibly emotional as she pays Colter his reward.
Even though there’s at least one dead man inside the building, Colter’s allowed to leave the scene without a problem. (Season three’s got Colter out there killing people left and right without any repercussions, which is a weird choice.)
Later, Billie’s already at his trailer when Colter arrives and she’s got wine and burgers. She’s pleased they took down a blackmail ring and that she was able to retrieve the laptop. Colter wonders what she’s going to do with it, and she advises him he’ll just have to trust her.
Reenie (Fiona Rene) is also having a successful day. She and Maxine (Kathleen Robertson) received a huge settlement offer, and Reenie credits Mel with being an enormous help. Maxine suggests that Reenie come with her for a getaway weekend to a mountain getaway she owns. Plus, there will be spa treatments.
